FMCSA announces pricing and purchase procedures
Beginning this fall, all employers of CDL drivers must register with the new Commercial Driver’s License Drug and Alcohol Clearinghouse and purchase “query plans.” Query pricing is based on volume and must be purchased by the employer. Consortia/third-party administrators (C/TPAs) cannot purchase queries for their clients. The purchase of query plans will enable employers and their designated C/TPAs access to the Clearinghouse for pre-employment investigation of CDL drivers. Employers are encouraged to purchase enough queries to cover their current CDL drivers plus anticipated hiring needs.
About the Clearinghouse: Starting in January 2020, the Federal Motor Carrier Safety Administration (FMCSA) will officially launch the Clearinghouse which, over time, will completely replace the current paper system used in reporting or accessing drug and alcohol-related violations. Employers will also use the DOT Clearinghouse to designate their third-party administrator, such as Employment Screening Services (ESS).
